## Why Agent Governance Is Different

## Defining Autonomy Levels

Not every AI agent needs the same governance. Define four autonomy levels and assign each agent accordingly:

**Level 1: Recommendation Only.** Agent analyzes data and recommends actions. Human makes the decision and executes. Governance: standard output review. **Level 2: Human-in-the-Loop.** Agent proposes an action and executes it after human approval. Governance: approval workflows, audit trails. **Level 3: Human-on-the-Loop.** Agent executes actions autonomously within defined boundaries. Human monitors and can intervene. Governance: real-time monitoring, boundary enforcement, escalation triggers. **Level 4: Fully Autonomous.** Agent operates independently within its scope. Human reviews periodically. Governance: comprehensive monitoring, automatic safety constraints, rollback capability.

Most business AI agents should operate at Level 2 or 3. Level 4 should be reserved for narrow, low-risk tasks with well-defined boundaries (e.g., automated data cleanup within a database).

## Setting Decision Boundaries

Every AI agent needs explicit boundaries: what it can do, what it can''t do, and when it must escalate.

Define boundaries across four dimensions: **Data access** — which systems and data the agent can read and write. **Action scope** — which actions the agent can take (send email, update CRM, create ticket) and which require human approval (financial transactions, customer commitments, data deletion). **Financial limits** — any spending, discounting, or resource allocation caps. **Escalation triggers** — conditions that automatically pause the agent and require human review (confidence below threshold, unusual patterns, customer complaint signals).

## Monitoring and Accountability

Stuart Russell, UC Berkeley professor and author of "Human Compatible," has stated: "The governance challenge for AI agents isn''t preventing errors — it''s detecting them quickly enough that the impact is contained."

Agent monitoring requires: complete audit trails of every action taken, decision logging explaining why the agent chose each action, performance metrics (accuracy, completion rate, error rate), anomaly detection for unusual behavior patterns, and human review sampling (randomly review 5-10% of agent actions).

Accountability: every AI agent must have a named human owner responsible for monitoring, updating, and reporting on the agent''s performance. This isn''t a committee — it''s a person with their name on it.
